Tariff 3.6 of the ATO's alcohol excise rules state that certain classes of customers (Schools, Government Entities, Medical Institutions or Health Care and Veterinary Practitioners may be able to obtain ethanol without an excise permit provided they hold a current registration or TGA certificate and that the ethanol is not for use in the manufacture of excisable beverages or fuel.
